You're close there, but not quite.
For accelerated options like scrolling, dragging, or QuickDraw primitives, the accelerated card will beat the dumb framebuffer hands-down. On the other hand, if we're talking about blitting data from memory into the frame buffer, all that fancy acceleration is for naught, and it's dominated by bandwidth between memory and framebuffer... so the dumb PDS card will beat the accelerated NuBus card.
I've got an accelerated PDS card: the SuperMac Spectrum 8/24 PDQ si. It's the same as the NuBus card, but it's an '030 PDS card.
