The Mac II, IIx and IIfx all need two good 3V PRAM batteries in order to start up.

The power supplies that were used in those models did not supply any standby voltage to the logic board when powered off.

The power - on circuit on the logic board relied on the 6V from the PRAM batteries (in series) to signal the PSU to turn on.
