What does a lisa do without the keyboard/mouse/HD/disk when you turn it on?

The Lisa does a self test when first started. It will fail if it cannot find a keyboard or mouse.

The internal HDD is essentially a ProFile. It's lights operate the same way. Flashing during initial startup self test and steady on test pass.

I still do not know if my I/O board is complete. for example the R41 resistor appears to have been cut off the board compared to the other factory left off parts.

That was part of the Lisa 1 -> Lisa 2 upgrade and shouldn't cause any problems.

I'm not familiar with the screen you describe, so I can't help you there.
