When I turn on my Apple //e the just says "Apple //e" at the top, and nothing else happens.

It's waiting for a floppy disk to boot. If you don't have one, hit Ctrl-Reset to get at the BASIC prompt. (Hold down the Ctrl key, hit the Reset key, then let go of both.)
