I need to use another Mac to connect via LocalTalk, download the operating system, write the 800k floppies, and put them into the SE.
Nooooo. Either Localtalk or floppies. You only need to get one method working to get the images onto the SE. As I explained, perhaps too briefly, above.

Either:

  • A Mac on the internet, with a floppy drive
  • Download the 6.0.8 800k disk images on that Mac
  • Make 800k floppies on that Mac, and you're done.
Or:

  • A PC on the net
  • A Mac with a floppy drive (your 610 would do perfectly)
  • Download the 6.0.8 800k disk images on the PC
  • Transfer the images to the 610
  • Make 800k floppies.
In fact, Localtalk is a complete waste of time. Forget anyone even mentioned it.

The 610 can:

read PC floppies or connect to the PC via ethernet to receive the disk images

and

make 800k floppies.
