Hi, yes IIRC those are a pair of Joysticks for the Apple II range.
Could be an Apple IIe clone. No badge so that would be my guess.
Those are Apple paddles. The choice joystick for games like Brickout, Arkanoid, Wavy Navy, and any other game that makes sense to have an analogue wheel.

Paddles unlike joysticks only have one degree of freedom - rotating one way or the other. So they only work with certain games.
