If I recall correctly, they factor age into the equation too. So being 23 will probably help coius, Then again, I never had to deal with that sort of thing because I decided not to drive (and not to get a drivers license) at a somewhat early age.

And my parents didn't give me lifts either.

Then again, maybe my parent's insistence that they won't be my chauffeur helped out in my decision to not get a license. It helped me to figure out other ways to get around.
