1.42ghz eMacs? Not a bad spec at all, my friend. 133mhz frontside bus with DDR memory and a 1.42ghz G4 is by no means a slouch of a system.
The eMac that does boot could just need a new install of OS X on the hard disc as many of my old ones did with the exact same issue, so give that a shot. Don't think OS 9 works on these ones so it'll definitely need to be an OS X disc. (10.3 onward recommended)
The one that is dead seems to have capacitor corrosion, not a lot you can do to save this system unfortunately.
The drive could well be too new for this particular older Mac but also ensure the drive jumpers are set correctly (eMacs by default use Cable Select, which doesn't work in other Macs). Test the drive in a later model machine or FireWire case if you can to confirm the drive still works/doesn't work. Seagate Barracuda's are fantastic drives, especially being a 7200rpm model.
Finally try to at least get one fully working unit. No point leaving such great machines of decent spec to waste after all. Best of luck.
