If you have the Network Access boot disk, or launch the system installer from an existing system, then yes, it's possible.
You can grab the Network Access Disk from the Utilities section of the Older Apple Software Downloads page.

I've done this with an LCIII and it works fine over LocalTalk. Slow? Yes. However, it's much faster than making the floppies and then swapping floppies during the install. I installed NetBSD/mac68k many years ago using this method.
