Unfortunately most thrift shops don't test electrical goods - hence why they claim "This item has not been tested and is being sold suitable for parts only". Its easier for them to simply put it out on the shelf and slap a sticker on it claiming that than it is to plug it in and test it - and someone will still end up buying it for $30.
