The videos not great, but since I can't describe the issue well and since my English stinks, here's a video.

The first 30 sec's and last 1 min. show the issue the best.

Try reseating the vram/ replacing the vram with new chips.

I agree - looks like a VRAM problem. Could also be a bad VRAM module, or mismatched VRAM.

Definitely looks like bad / dirty VRAM to me. Try removing the VRAM SIMM and cleaning the gold fingers with a clean pencil eraser. This problem may be affected by bumping the machine as well. But don't go overboard with that, the Mac does have a CRT after all!
