Like Bear said, the top is an Apple II+ board, the bottom is an Apple II. The boards are nearly identical, it is the ROM and the date tag that tell you but its a late model Apple II.
The chip you show activates the 16K bank that is missing on the Apple II board. Also 2 of your ROMs D8 and D0 are missing on the Apple II. It might load up in Integer BASIC but I do not know, I do not think so.
