well most of my movies are just burned dvd's so it wont not need the decoder, and i think its on the dvd drive, if im not mistaken

You are mistaken, I'm afraid :-/

The DVD decoder chip is not for copy protection. It is necessary to watch any MPEG-2 (DVD) content (at least in OS 9*), even from burnt disks or if you have copied it to your hard drive. It is not in the DVD drive; it is soldered to the motherboard.

*On the other hand, I have heard that software DVD playback is possible in OS X, using only the CPU.

Have you found out the CPU speed yet?
