Apple Performa 200 has vertical lines

I am trying to bring a Performa 200/M4150/Macintosh classic ii back to life. Turning it on results in many vertical lines on the display every 10th thicker and it does not get to the POST sound. The conclusion in the repair document is the revision b Power/Sweep Board needs to be replaced. From the research I have done its not the capacitors thus no thick bars, Its not the checkerboard display issue so I shouldn't need to re-seat and or clean the ROM connections. Any thoughts?
