Welcome aboard! I'm sure you will find these forums useful for anything and everything pertaining to 68K Macs.
There is a reason your LCIII runs at 33MHz. There was a later revision of the LCIII known as the LCIII+ that came in the newer-style 475 case and ran at 33MHz instead of 25MHz. The "+" was never stated on the case itself, but I'm willing to bet you have an LCIII+. Does it look more like an LCII or an LC475?

And yes, the 68000 is still quite capable, be it in an old Macintosh, a Texas Instruments TI-89, or some other device.

Another possibility could be that some of those motherboards were designed to be used in several models or with the future in mind. I know on my Performa 631CD that there is a row of resistors soldered on the back of the motherboard that can be juggled around to change the clock speed of the CPU and there were also aftermarket chipping kits for these machines so the machine in question may have one of those installed.
