I recently used RaWrite for Windows (Freeware):

To write a whole bunch of DSK & IMG mac disk images, including System installation disk images, to floppy on Windows XP and it worked quickly and flawlessly each time.

I found the best way to convert BIN files was with the latest version of StuffIt Expander for Windows (Freeware), it allows you to extract the IMG or DSK file inside the BIN to a given Windows folder.
