You could try removing the drive and physically hold it in your hand and twist it back and forth vigorously, as if trying to make the platters inside turn back and forth. This commonly breaks up this seizure and allows the drive to spin again.

I recently read a better way to unstick a hard drive, and that is to leave it out in the sun or near a heater for awhile, in an attempt to warm up and loosen whatever is sticky.
