I am having the same exact issues with my apple 3 almost to the T. If you have solved this issue please let me know what you tried. I noticed my power supply is making some weird noises so I think the first step for me is to get that stabilized.

I will look into getting the capacitors replaced.

I have already reseated the chips and ram but I'll play around with that some more to see if that will help.

The sad thing for me is it was working great before I cleaned it and replaced a blown stinky cap in the power supply. I got it looking really nice... Flipped the switch to no video. I was really disappointed.
