This sounds consistent with how my Performa 6360 behaved with a dead PRAM battery. Pressing the keyboard button would usually power on, but not always boot the machine- particularly if was disconnected from mains power since the last boot. The case power button would work reliably, though. Maybe it would be worth cleaning the battery holder contacts just to be safe.
