Anyone run across any software that runs in OS8.6 that can manipulate an mp3 file, say, change the sample rate? I have an older mac I am doing some mpegdec testing on and want to get the sample rate down to less than 128kbps.
Nothing comes to mind. I guess most sound manipulation was done on uncompressed material back in the day because of limited processing power. Can you convert to AIFF, change the sample rate and then re-encode as MP3?
If sound quality is a concern you'd be better off starting with uncompressed audio files... resampling mp3 files will tend to exaggerate compression artefacts.
