I had this problem on my TAM and it drove me up the wall. I ended up using Microsoft Explorer 5 and disabled Javascript, who would have thought that Microsoft would make the best program? I tried many other browsers, including the highly recommended ones, and they all blew. I've been using it now for about 3 weeks and I can actually navigate most sites fairly well considering.
