If you have a PC, I highly suggest PowerISO, it allows you to create and burn HFS CDs & ISOs. I have used it several times to burn various ancient Mac CDs, including bootable ones. If you have an OS X machine, you should have no trouble making an HFS ISO and burning it right to CD in Disk Utility. HFS is called "Standard" format in the OS X Disk Utility, "Extended" is HFS+
