Definitely an ISA card, so I don't know if you will have much luck with running it in XP, but it might be possible.
I wonder if we can adapt any regular RS422 card for LocalTalk with the proper software. The main trick seems to be getting a given software to look for the chosen hardware. There was also a program called PC MacLan which allowed for EtherTalk networks on Windows - and somebody even sold a parallel port to Localtalk adaptor for it.
