With no CPU installed, the power light should illuminate as long as your finger is on it. No lights on the logic board, no fans.

With a bad or mismatched CPU, the power light should illuminate, the logic board LED should light and the fans should come on. It may or may not give a single beep tone.

The last thing you haven't replaced is the front panel switch. They do go bad.
