While information exists on overclocking lesser speed 603e CPUs in a PB1400 however, there is no info out there for the 166Mhz part.

That's true for changing the CPU multiplier, not for overclocking. You can overclock any model of 1400 by replacing the 33.33Mhz motherboard oscillator. It would probably be a good idea to check the CPU heatsink and replace/improve if necessary.
