I don't have a solution, but here's a funny story for you instead.

This seemed like a simple problem, so I thought I'd be all smrt and code something up real quick to just send the SCSI Stop command to stop the drive's motor. And sure enough it was a super easy thing to do.

It just turned out to not be so smrt, as my development machine now has an invalid partition map.
