I am trying to use ADTPro. When I type IN#<slot no.> <return> and then <ctrl-A> or <ctrl-I> nothing happens. I have reseated the chips, and tried slots 2 and 4. Any ideas?
You should be greeted immediately with "APPLE SSC:" when you do Ctrl-A.  The fact that it doesn't means the card is bad, the slot is bad, or maybe it's configured for printer rather than modem use.  Have you checked the DIP switches?

Also, could I use audio bootstrapping (headphone jack only) to send the ADTPro serial client and then use the serial cable?
Yes.  This will only help you if your SSC actually works, though. ;)
