Not that I know of. But members like CloakedAlien who lives in Sweden (I believe) and others throughout Europe have had Uniserver repair his SE/30 board for them. Though I live in the USA, I understand that there is high shipping cost and long shipping times to deal with when shipping to/from the Europe and the USA. I believe it took less than 4 weeks for CloakedAlien to get his board back in working order. 3 - 4 of those days were actually used in repairing the board.

Talk to Uniserver. He'll let you know what the details with shipping are and help with the arrangements (how to pack and what expected costs are). But I say, if you do this, send both boards so when they come back you will have 2 working SE/30 boards now and not just one now and maybe one sometimes later on in the future. It also saves on shipping costs to send both at the same time in 1 package than it is to send each one in separate packages in different times.
