I believe there's an option under the "view" menu. When on the Finder there should be something like "view options" where you can change the behavior of opening folders. (Can't remember which version it was introduced in.)

JPEGView is one of the best simple image viewers. (I'm pretty sure it has the functionality you're looking for.)
