Well i would probably have to use the SE/30 DeclROM on the LC card, but i dont see why it wouldnt work. The chips are identical.

The quick and dirty method would be to look at the LC PDS pinout, and the 030 PDS used in the IIsi/SE30 and compare the two. Then make a wirewrap board to match em up.

The only thing I am not sure of at this point, is where the PAL/GALS place the card on the address bus.
