Duo 210 boot to Sad Mac after System Hang
A few days ago I got the PowerBook Duo I bought off of eBay. Seller was another collector, and had just done a fresh install of System 7.5.5. It seems a bug in 7.5.5 reared its ugly head after changing the desktop and putting the computer to sleep, as when I woke it up, the Duo was frozen. I pressed the power button and it immediately shut off. Rebooted the computer and got a Sad Mac with the error code:

Is the System Software corrupted? I tried a PRAM reset and that didn't work. If I do need to reinstall it, how do I go abouts doing it without the floppy drive.

Try removing the battery and internal memory card. I guess you already know that the Duo logic board is also suffering from leaky capacitors but give my other suggestion a trial first.
Pram resets won't help as both the Pram batteries as the main one are dead unless you have replaced/recelled them so the Pram settings are deleted every time you unplug the DC adapter.
