Xserve G5 Won't boot

Hey, just recived a xserve g5 i brought on ebay, only problem is it won't boot

When the power button is pressed the xserve turns on and the fans spin up, but it dosen't boot. The power light is not on, none of the hard drives power up, and i get nothing onscreen, the system identifier light is lit and cannot be turned off

I tried reseating the ram and cpu, as well as resting the pmu

So is this just screwed or is there anything else i can try? i don't espically want to have to return xserve if i can avoid it
