The PowerBase is a very different machine from the PowerCurve.
That said, the CPU cards will probably work. It's been a long time, but as I recall, PCC used a couple of the multi-processor signal lines in the CPU slot to handle the different CPU signals that the PowerBase or maybe the Catalyst boards (Curve, Center, Center Pro) needed.
I don't know about the riser cards. It depends on where PCC cut the bus. PCI is PCI, so if PCC cut the bus after the PCI controller, then the riser cards are probably compatible. That would keep things cheapest for them.
