The first thing to try is to remove the main battery and attempt to boot. A 1xx-series PB will typically not boot with a shorted battery, and this may not be known to the current owner. Second thing would be to confirm that the power supply is providing current.

A bad HD would not prevent the machine from turning on and attempting to boot.
