I ran into the same thing back in the day. I thought it was funny because it was one of my friends at Tekserve who'd offered me a $20/$40:untested/tested_good deal. I grabbed it at the generous bargain price and all but held my breath for the excitement of having found a Macintosh Portrait Display at long last!

I'd think of it as an annoyance tax. They're in the habit of giving you great deals, that would put the transaction in the "Never look a gift horse in the mouth" category in my book.
