How can I be sure that they are the problem?
On any machine with electrolytic capacitors (the tin can looking things) you will want to replace them regardless of functionality. While they may still work, they *will* still be leaking on the board, which will actually eat through it over time.

As for doing the actual recap: if you are good with a soldering iron, you can solder on new caps. https://wiki.68kmla.org/Capacitor_Replacement

You can get the capacitors from trag, a member here, for ~$10 shipped to you.

*THIS IS IMPORTANT* if you are only doing a single recap, you can *probably* get by with a Radio Shack soldering iron. I really recommend getting a decent Weller or Hakko soldering iron instead.
