I'm assuming since it boots and runs okay from the keyboard power button, that means the PSU is ok? And it just needs a motherboard recap like everybody's saying? I've never done one before, so I guess I'm dragging my feet looking for other explanations. :)
Some of the logic board capacitors must hold a charge for the Power-On circuitry to work.  There are three or four caps that sit right under the power supply, and they're involved in that.  From your symptoms, it's almost certainly the failure of those caps, but, of course, replace all the electrolytic logic board caps.
