Mac OS X on a PC Card (PC ROM) does work. The ROM is specifically for hardware purposes and isn't involved in communicating with the OS. That's what drivers are for.

Anyway, i've run PC Graphics Cards in my OSX86 box (only one, and it died) and it successfully booted to OS X. Although my card was an NVIDIA GeForce.
