I think I have an SE with the "Simasi Mac" as described at http://www.biwa.ne.jp/~shamada/fullmac/repairEng.html
The computer turns on to a screen much like the one pictured. Garbage with 2 kind of darker vertical lines. When you get the garbage screen it does NOT start up at all otherwise. But, you can turn the Mac on and off about 20 times or so and then it will work one time, it will boot up fine, but the sound will be almost inaudible.
I reseated the SIMMs and even removed some and tried some other ones and it didn't seem to help. I used a new battery and it didn't help. I think it's going to need new capacitors.
