have you opened it up? I received a Classic II once and the heavier CRT logicboard having been removed and not re-secured with glue had fallen off the neck during transit. Though I could also hear it when I shook the case. As for not having a bong, it actually makes two different startup sounds depending on which side of the logicboard you are booting from, 68K or PPC. It's possible for whatever reason it is confused about which to startup from so it just sits there. I have this exact same Colour Classic configuration and have never had this particular problem. Try using a floppy to see if it will startup from that. Also, zapping the P-RAM is helpful in this model.
