Try using "Network Utility" to ping "google.com" or other major hosts. Beware of sites that block the ping port, though.
If you get a response from any other site, your university's connection is fine. If you don't, try pinging "64.81.72.2". If that works, it means your DNS servers are down. If that's the case, try restarting. If you still can't get to a lot of Internet sites, go into your System Preferences and set that IP to be your DNS server temporarily.
