I go through this sometimes with my PB G4 400 when moving between client offices. In some airport driven places it works just fine, whilst in others my signal fluctuates like what you described.
Some offices are the pits. I can sit my PB right beside a transmitting base station and depending on what angle the PB sits on it can still fluctuate.
Luckily though it doesn't seem to be a problem outside of certain locations - my home for instance runs perfectly, in any room. You might want to check for any sources of interference.
