you can use that router in place of the hub. Just connect it to your dsl ethernet modem (it is ethernet, not usb, right?), then connect your Macs to the router in the right ports. Now connect with PPPoE once and configure it to keep the connection always on, both Macs should have constant 'net access, in addition to the LAN created by your router.

If you turn on file sharing over tcp/ip for the OS 9 Mac, it should be visible by your OS X Mac.
