I'd put it more like this. Spinners report the facts, but manipulate the wording of those facts as suits their particular agenda. Most reporters are spinners, one way or another.

Propagandists, on the other hand, write original material. They also tend to engage in spinning while backing up their materials, but that's not their main focus. Most essayists fall under this category.
