Do you genuinely think that Clinton would have attacked Iraq entirely by air had he gotten his way back in 1998?

Bill Clinton may have been hesitant to send in ground troops, but removing Saddam Hussein from power militarily would certainly have taken more than airstrikes. I'm sure Clinton knew this.
