They stop the whole big roundabout from getting clogged up with traffic. At least that is the theory. See the multiple lanes? One of them should always be free to get you to your exit without you having to wait for everybody else to get off. Its a filtering system.
And yes, traffic lights on roundabouts is a nuts idea.
