The final version of the book we know as "The Bible" was officially decided upon at the Council of Nicea in 325 AD, which was close to 1700 years ago. The Hebrew Scriptures, as the name implies, were a collection of books written in Hebrew (the Torah) and the rest had been translated to Greek from Aramaic by the time the Council of Nicea rolled around.

The New Testament (aka The Christian Scriptures) were written in Greek, starting with the Gospels and then the Letters. The Bible Code would only be accurate if they used the languages that were in the Bible at 325 AD. As has been pointed out, there probably wasn't a Hebrew, Aramaic, or Greek word for California at that time and, therefor, the Bible Code is completely false.
