What makes a structure be considered "Free Standing"?

In 1996, the CN Tower�s classification was officially changed to the World�s Tallest Building and Free-Standing Structure.

Actually, one of the main reasons the CN tower was built was for a TV and radio transmitter. As they were going to put something really damn tall in the middle of the city they might as well make it look good.
