First off... ICS is not a good acronym to just use. It took me some time to figure out that you mean internet connection sharing. Spell it out at least once.
Secondly, both Windows and Apple's versions simply turn on a DHCP server on the port, and then NAT-route. There is nothing more to it than that. If you want pass-though routing, then you need to write the routing tables yourself.
