You probably have other programs on your iPod. Have you ever used it as an external hard drive? You should be getting closer to 13.5 gb on a 15gb iPod, I would say.
If you don't have any computer data on the iPod, just use the iPod updater program to restore it to the factory state. That should get you back to full capacity.

Memory sizes are not like hard drive sizes. Since memory chips operate in powers of 2, 4GB of flash memory should actually be 4GB. Apparently, the iPod OS takes about 300MB.

Yes you can use the nano to store files. Since it can't use firewire (except to charge the battery) I don't think a Mac could boot from it, but I'm not sure.
